The best time to harm an opponent with a melee attack and complete the Delta-One quest is right at the very beginning of a lucifer before anyone has found any guns. Then drop into a location where at that place'll be a lot of other players. During the Gears of State of war Challenge, you'll find a lot of other players in the locations of the Delta-I quests.
